Proposed Amendments to 2021 Annual Action Plan

Notice of Proposed Amendments to 2021 Annual Action Plan

October 12, 2022

On April 28, 2021, the City Council approved the 2021 Action Plan. Due to an oversight, the one-year goals for the number of households supported were not provided. It is proposed that the 2021 Action Plan be amended by providing for the following goals:

One Year Goals for the Number of Households to be Supported:

Homeless: 800

Non-Homeless: 350

Special-Needs: 0

Total: 1150

One Year Goals for the Number of Households Supported Through:

Rental Assistance: 0

The Production of New Units: 20

Rehab of Existing Units: 18

Acquisition of Existing Units: 0

Total: 38

No new activities are contemplated with this amendment. The purpose of this amendment is to correct an oversight in the original plan.

NOTICE TO THE PUBLIC REGARDING COMMUNITY DEVELOPMENT DEPARTMENT MOVING TO CITY HALL

To All City of Niagara Falls Clients, Landlords, and Community Partners:

Beginning June 3, 2022, the Community Development Department is moving its office to 745 Main St, Niagara Falls, NY 14302 in the Niagara Falls City Hall Building.

Please plan accordingly.  All visitors will need to check in at the front of the building and the Community Development offices are in the City Hall basement.  All visitors will need an appointment to be seen by Community Development staff.

For Section 8 Housing Choice Voucher Clients and Landlords:

There will be a drop box for anyone who has business in the Department to drop off documents in the foyer area of City Hall.

If you have any questions please feel free to stop by the offices at 745 Main St, Niagara Falls at City Hall.

2020 Consolidated Annual Performance Report “CAPERS”

The City of Niagara Falls, New York, is required to submit an annual Performance Report (CAPERS) to the U.S. Dept. of Housing and Urban Development. The Report assesses the City’s performance in administering the Community Development Block Grant, HOME and Emergency Solutions Grant Programs in the program year 2020. It will be submitted of June 1, 2022.

 Background

 The City of Niagara Falls (City) has prepared a draft 2022 Action Plan. The document outlines the City’s goals and objectives relative to housing, economic development, community development, and homeless issues with specific attention given to the needs of low/moderate income households within the City.

 The Action Plan for 2022 provides a basis for assessing performance against the Consolidated Plan and identifies specific projects for the 2022 program year. It also serves as a combined application for federal funds under three (3) of the U.S. Department of Housing and Urban Development’s (HUD) formula grant programs, including CDBG, HOME, and ESG.

 

Public Comment Periods

 A public comment period for the Annual Action Plan opens Friday, May 6, 2022.  Public comments must be received in writing on or before June 6, 2022.  Hard copies as well as electronic versions of the draft Action Plan will be available at the City of Niagara Falls Community Development Department, 1022 Main Street, Niagara Falls, New York; the Earl Brydges Public Library, 1425 Main Street, Niagara Falls, New York; and the Niagara Falls Housing Authority Resource Center, 3001 Ninth Street, Niagara Falls, New York. The Draft Action Plan can also be viewed on the City website www.niagarafallsusa.org. Public Hearings

 The Niagara Falls City Council will hold a public hearing on June 7, 2022 commencing at 6PM. The public hearing will be held at the Niagara Falls City Council Chambers in City Hall, 745 Main St, Niagara Falls, NY, to provide information and allow citizen comment regarding the draft 2022 Annual Action Plan prior to submittal of the Plan to HUD.

 Public comments to be read during the public hearing may be submitted in advance of the hearing to Clifford.Scott@niagarafalls.ny.gov

2022 City of Niagara Falls CDBG and ESG Award Recommendations to the Mayor and City Council

The City of Niagara Falls has estimated an allocation of Community Development Block Grant (CDBG) funds in the amount of $2,300,000 and Emergency Solutions Grant (ESG) funds of $208,000 by the U.S. Department of Housing & Urban Development (HUD) for the 2022 program year.

NFCD Proposes Substantial Amendments to 2020-2024 Consolidated Plan

The City of Niagara Falls (City) is proposing amendments to its 2020-2024 Consolidated Plan and 2020 Annual Action Plan that cover the use of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding received by the City from the U. S. Department of Housing and Urban Development (HUD). The amendments, which are described below, address (i) the reprogramming of CDBG funds, and to address the impacts of the Covid-19 virus.

HUD announced The City of Niagara Falls has been allocated Community Development Block Grant (CDBG) funds of $2,441,036 and Emergency Solutions Grant (ESG) funds of $203,492 by the U.S. Department of Housing & Urban Development (HUD).

Annually, the City of Niagara Falls receives funds from the U.S. Department of Housing and Urban Development (HUD) to assist low- and moderate-income households and neighborhoods. The City of Niagara Falls has been awarded supplemental Community Development Block Grant (CDBG-CV) funds of $961,069 by the U.S. Department of Housing & Urban Development (HUD) to prevent, prepare for, and respond to the Covid-19 crisis.

To assist and aid in the fight against Covid-19, the following agencies have been recommended for an award to the Mayor and the Niagara Falls City Council.  To view the recommendations click CARES Act Awards Recommendation .

Annually, the City of Niagara Falls receives funds from the U.S. Department of Housing and Urban Development (HUD) to assist low- and moderate-income households and neighborhoods. Niagara Falls Community Development Public Hearing - June 25, 2020

The City of Niagara Fall Department of Community Development held three (3) a Virtual Public Hearings on June 25 via live stream on Youtube Channel - richmeranto. Click HERE to view a recording of the hearings. The first hearing addressed the proposed Substantial Amendments to 2015-2019 Consolidated Plan and 2019 Annual Action Plan. The second hearing provided information regarding the proposed Substantial Amendment to the 2019 Annual Action to include activities funded with CARES Act Supplemental CDBG-CV and ESG-CV awards. The third hearing provided information regarding the 2020-2024 Consolidated Plan. All public comments, suggestions and questions during the hearing and all subsequent responses will be listed below.
