For the 2024 Annual Action Plan

Background
The City of Niagara Falls (City) has prepared a draft 2024 Action Plan. The document outlines the City’s goals and objectives relative to housing, economic development, community development, and homeless issues with specific attention given to the needs of low/moderate income households within the City.
The Action Plan for 2024 provides a basis for assessing performance against the Consolidated Plan and identifies specific projects for the 2024-2025 program year. It also serves as a combined application for federal funds under three (3) of the U.S. Department of Housing and Urban Development’s (HUD) formula grant programs, including Emergency Solutions Grant (ESG) funds, its Community Development Block Grant (CDBG) funding and it’s HOME Investment Partnerships Program (HOME).
The City of Niagara Falls has estimated the total amount of funding the City will receive as it relates to its ESG, CDBG and its HOME funds from HUD. These are estimates based on prior year funding commitments from HUD. The City of Niagara Falls will notify the public in accordance with the City of Niagara Falls approved Citizen Participation Plan relative to the final funding amounts from HUD.
Public Comment Periods
A public comment period for the Annual Action Plan opens Friday, March 1, 2024. Public comments must be received in writing on or before April 2, 2024. Hard copies as well as electronic versions of the draft Action Plan will be available at the City of Niagara Falls Community Development Department, 745 Main Street, Niagara Falls, New York. The Draft Action Plan can also be viewed on the City website www.niagarafallsusa.org. Written comments may be submitted in person at, or by mail addressed to: City of Niagara Falls, Department of Community Development, 1022 Main Street, Niagara Falls, NY 14302. Written comments may be submitted by e-mail addressed to Clifford Scott at Clifford.Scott@niagarafallsny.gov.
Public Hearings
The Niagara Falls City Council will hold a public hearing on April 2, 2024 commencing at 6PM to provide information and allow citizen comment regarding the draft 2023 Annual Action Plan prior to submittal of the Plan to HUD.
Public comments to be read during the public hearing may be submitted in advance of the hearing to Clifford.Scott@niagarafallsny.gov.
